Officials counter charge of creating monocultures, depleting groundwater with wrong choice of trees,/i>

Close to a million trees are planted every year in Delhi as part of the city’s greening programme but environmentalists say there is little ecological basis behind the selection of tree species to be planted.

Worse, they could lead to long term problems like the creation of monocultures and the depletion of groundwater. But, this is a charge officials deny.

According to Ajay Mahajan of the NGO ‘Kalpavriksha’, the city’s civic agencies which are in charge of planting trees along roads and in parks, focus only on three or four types of trees.

“For roads, the current favourite is a tree called ficus benjamina. You’ll see it on avenues and central verges. Lakhs of these were planted during the Commonwealth Games. In some areas they’ve also planted a lot of frangipani. And for parks they choose polyalthia longifolia, which looks like the Ashok tree but actually is a different variety. Certain types of palm like the fishtail palm are also planted.”

Mahajan says of all four varieties are basically ornamental trees and none are native to Delhi.

“This kind of plantation is only to meet official targets. These trees are planted very close to each other and grow like hedges. So, they don’t provide shade or help in climate moderation. The temperature difference on the roads that have tall trees— like in Central Delhi — and those that don’t can be up to four of five degrees, he said.

NGO protests disposal of Carbide plant toxic waste to Nagpur

The Union Carbide plant is lying defunct since the infamous Gas Tragedy that struck Bhopal on the intervening nights of December 2-3, 1984, following leakage of deadly methyl isocyanate gas that claimed thousands of lives and maimed lakhs of others. The NGO claimed, which is also a fact that the huge amount of toxic waste lying in the defunct factory has contaminated the ground water source in the areas located around the plant. Earlier too, a similar decision taken by the concerned authorities to dispose of the toxic waste at Ankleshwar in Gujarat and at Pithampur in Madhya Pradesh was also withdrawn following strong protest from people at both the places. 2 held in shooting of girl in have prior arrests

Court records show the two men being held in the shooting of an 11-year-old girl in San Francisco have a history of arrests for alleged property crime.

Nineteen-year-old Lazarus Thomas of Daly City and 20-year-old Caprice Shadon Mitchell are accused in the shooting late Friday night in the city's Western Addition neighborhood that left Linda Ngo with a life-threatening wound. Police say the men were in an argument when one of them pulled a weapon and opened fire.

A stray bullet went through a nearby apartment and hit Ngo in the chest.

Thomas and Mitchell have been booked on suspicion of assault, shooting into an inhabited dwelling and brandishing a firearm.

The San Francisco Chronicle reports that Thomas was sentenced last week for a second-degree burglary conviction. Mitchell has been arrested before on suspicion of burglary, but not convicted.

Destitute woman with twins runs away from hospital

Pregnant with twins, a mentally unstable beggar woman was admitted to the state-run LNJP Hospital on Saturday in keeping with the metropolitan magistrate's order. The judge took note of her precarious condition and need for specialized care and ordered her admission to hospital. But in a shocking case of apathy by the hospital, the 24-year-old went missing on Sunday evening.

While the hospital authorities feigned ignorance, the patient was found at Hanuman Mandir by activists late on Monday. A shocked Kiran Walia, women and child development minister, has now written a strongly-worded letter to the hospital authorities on the incident. Walia had monitored Anita's (name changed) rescue which was carried out by St Stephen's hospital Mother NGO, a team from the Institute of Human Behaviour and Allied Sciences and the Delhi Police on Saturday.

When Walia called LNJP to find out about Anita's health, she was surprised to discover the doctors had no clue. The minister's persistent queries jolted hospital staff into action and they found that Anita was missing. The staff admitted they had no idea where she had gone, this, despite court orders directing the hospital to take responsibility for the high-risk patient who is in the last stages of pregnancy. Even Walia had told TOI on Saturday that she had asked LNJP to take special care of the woman.

Further inquiries revealed that Anita had become violent on Sunday evening and tried to run out of the ward. The authorities at LNJP tried to justify their lax behaviour by telling the minister that the nurses had followed Anita outside but when she refused to return they had left. Walia sought information on whether a police case had been registered so that Anita could have been traced. But the hospital authorities had no answer.

Finally, a team of activists from St Stephen's hospital found Anita at Hanuman Mandir on Monday evening. Minister Kiran Walia visited the Hanuman Mandir complex to meet Anita. She, however, refused to go back to the hospital and said she preferred to remain on the street. Walia said Anita will be monitored by doctors and counselors from Mother NGO who may convince her to return to the hospital for treatment.

On Saturday, the rescue operation carried out to admit Anita to a hospital showed how complex procedures make the simple task of admitting a patient a lengthy undertaking fraught with problems. Though Anita was picked up from Hanuman Mandir at around noon on Saturday she could only be admitted to LNJP Hospital at 8.30pm in the night due to a series of bureaucratic hurdles.

Anita lives at Hanuman Mandir complex with her husband and four children. They earn a living by begging and selling flowers and balloons to visitors. The couple is into substance abuse like many others in the area. Community workers from Mother NGO found her during a survey of the homeless last year.

70% of asylum seekers, refugees suffer from some mental illness: NGO

Seventy percent of men and women asylum seekers and refugees in Malaysia suffer symptoms of anxiety, depression and stress due to human trafficking, forced labour and unemployment, according to a non-governmental organisation.

The figure was three times higher than in any normal population, said the Dr Xavier Pereira, the director of Health Equity and Initiatives (HEI).

He said the finding was based on a study done in March on 1,074 asylum seekers and refugees, aged between 18 to 70 years.

"Both men and women are equally affected, especially those who are unemployed, involved in human trafficking and forced labour," he told reporters after the National Consultation of the Health Dimensions of Human Trafficking and Forced Labour, here on Tuesday.

He said that the study also showed that symptoms of extreme anxiety was more evident than both depression and stress.

He added that the level of anxiety among asylum seekers were higher than the refugees. - Bernama

Minister Şahin announces mission, teams up with NGO’s

Women and Social Policies Minister Fatma Şahin met with women NGO’s and said she will personally follow violance cases against women. “Social policies are an area that requires collaboration. It is not something one can do from her desk,” she said.

Turkey’s family and social policies minister has said she will personally collaborate with nongovernmental organizations and civil associations to solve the problem of honor killings and violence against women in the country.

“Social policies are an area that requires collaboration. It is not something a minister can do by sitting from her desk in Ankara,” Minister Fatma Şahin said Tuesday at a press conference following a meeting with the heads of prominent women associations.

Şahin also spoke about 19-year-old Dörtyol, Hatay, resident Ceylan Soysal, who was killed by her family last week for “besmirching the family’s honor.”

“What happened to Ceylan is a wound for us, I will personally follow this case,” Şahin said. “I will go and speak to her mother, as well as her 14-year-old sister, who was taken into state protection last week.”

Collaboration

Women’s Associations Federation head Canan Güllü said she was pleased to work with Şahin, whom she has been collaborating with for many years on women’s issues.

“We are happy that Şahin, who is very sensitive on women issues, was appointed as minister,” she said adding that they had also presented a recent report to Şahin on women’s suicides in the southeastern province of Şanlıurfa.

“In the last six months, 49 women committed suicide in Şanlıurfa. We want an emergency action plan on violence against women. We hope that the new Parliament’s first job will be on women issues,” Güllü said.

Şahin also spoke about the report and said she would investigate it.

Arzu Özyol, head of the International Federation of Business and Professional Women, said the federation was going to collaborate with Şahin in creating more women-related projects. “We are 100 percent behind her.”

Helping the disabled to fight odds

It is a busy day for Rajesh Prajapati (30), who is heading the Search Engine Optimisation (SEO) department at an e-commerce company, which in turn handles the operations of a US-based company.

He has already tied up with five organisations for advertisements on his clients' webportal before it's sunrise in the US, a target considered 'outstanding ' for a team of five to achieve in a single day.

As the sun sets in Jaipur, Prajapati convenes a meeting with his team and leaves for home in an autorickshaw.

Four years ago, life was not the same for Prajapati, a resident of Eta district in Uttar Pradesh. Physically challenged by birth with disability in the right leg and right hand, hardships along with society's discrimination followed. He managed to complete his graduation. But, finding a job was an uphill task as companies refused to recruit him owing to his disability.

With depression taking the better of him, life changed completely for Prajapati when he came across a Jaipur-based NGO Samaj Kalyan at Mansarovar, run by city-based businessman and philanthropist Gyan Chand Kothari. He joined SK's computer training classes. "They offered free training, accommodation and meal besides parental care which was necessary to overcome my depression. I owe my success to them, they raised my level from a graduate to a team leader in a reputed company," says a confident Prajapati.

In a similar manner, hundreds of disabled over the years have benefited from the computer course offered exclusively to them by the NGO. The training is imparted by professionals, who prepare them for job interviews.

Kothari, who has an established jewellery business, started this social venture nearly a decade and a half ago. "I decided to set-up a computer training school for these students. We started this journey with 10 students and raised it to 60 students every year," says Kothari.

The management, identifies the interest area and qualifications of each individual, and then imparts him/her training on a particular field. Besides a computer school, the NGO also imparts vocational training in wielding.

Kothari has also started a day care centre for aged, also providing them food and clothing. In winters, he erects canopies for the poor and needy in the city. These days, Kothari has initiated a new venture of providing surgical equipment at a token amount of Re 1. He along with a few friends and relatives pooled in money to buy the equipment.

Merhebi condemns detention of human rights activist

Future bloc MP Mouin al-Merhebi condemned in remarks published Wednesday the detention of Saadeddine Shatila, human Rights NGO Alkarama's representative in Lebanon.

Shatila said in remarks published Wednesday that Lebanese military intelligence summoned him for interrogation on Tuesday, and that he was detained on Monday for more than six hours.

“The Lebanese regime gets along with the Syrian one. They are [now] completely the same as they both depend on detentions and on violating human rights to confront the Arab Spring,” Merhebi told As-Sharq al-Awsat newspaper.

The MP also said that Lebanese security forces are dealing “vengefully” with the Lebanese who support the Syrian people based on “Syrian orders.”

“The Syrian and the Lebanese regime confirm again that their destinies are united and hopefully they will very soon fall together.”

Anti-regime protests erupted in Syria in mid-March. According to activists, the Syrian government’s crackdown on protests has left more than 1,400 civilians dead and thousands jailed.

NGO Gives Recipe For Improved Education

The best way to improve on the standards of education in Nigeria is to improve teachers’ skills and discover students’ talents through effective technique, a Non-Governmental organisation (NGO) has said.

Mr. Emmanuel Maduka, Managing Director of Kolog Nigeria Ltd., an NGO, said this in an interview with newsmen in Lagos.

He said this was necessary because the education system in Nigeria had deteriorated while students now found it difficult to pass their examinations.

According to him, “If the teachers have the needed skills and are able to discover the students’ talents, the standard of education will improve.”

He said that the Federal Government needed to properly finance the education sub-sector.

Maduka called on the government to put in all efforts at ensuring that teachers were encouraged to be dedicated to their profession.

“Incentives should be provided to motivate them towards effective teaching,” he said.

The NGO boss also urged teachers to be proactive in dealing with their students.

He appealed to government to provide adequate employment noting that majority of youths are discouraged as a result of not securing employment after leaving school.

“The rate at which the youth engage in atrocities in the country is increasing daily. There is need for proper orientation to prepare them for the future,” he said.

Maduka said that self-employment should be encouraged in Nigerian institutions to reduce the rate of unemployment.

He said that awards and scholarships should be given to students as a way of encouragement.

NGO accuses Newmont of human rights abuses

A non-governmental organisation is accusing mining company Newmont Ghana Limited of abusing the human rights of people in Ahafo, in the Brong Ahafo Region

The NGO, Livelihood and Environment Ghana recently released a documentary which chronicles the accounts of people alleged to have been affected by the operations of Newmont.

Rebecca Konadu, a 32-year-old farmer of Atroni who was knocked down by a Toyota Pickup belonging to the company, told Joy News' Anny Osabutey Newmont has failed to settle her medical bills and also compensate her.

She said the accident, which happened in 2006, has caused a great damage to her as she struggles to recover from her injuries.

Rebecca claimed she lost her pregnancy through the accident.

She said it has also affected her sex life forcing her husband to divorce her.

Another victim, Salamatu Ibrahim, who now walks with crutches claimed she was hit by a Newmont truck on 30 June 2010, said she finds it difficult visiting the washroom.

Richard Adjei Poku, Executive Director of Livelihood and Environment Ghana told Joy News the NGO is asking Newmont to take care of the victims’ medical bills and “help them get their daily bread”.

But Kojo Badu Addo, the External Affairs Manager, at the Ahafo Operation, said the victims’ claims are not accurate.

With Rebecca’s case, he said “she was supported through all her medical processes and certified as fit at the end of that process”.

He said the only problem now has to do with her insurance package, which he claimed has been delayed due to the pulling down of Atroni police station during a community unrest. “So there is no formal police document,” he said.

As for Ramatu, Mr Badu-Addo said the vehicle that knocked her belonged to a different company that was contracted to work for them.

He said Newmont has been in touch with the company to help solve her problem.

Akpabio’s NGO takes over ophanage

The Family Live Enhancement Initiative, a NGO set up by Akwa Ibom governor's wife, Mrs Ekaette Akpabio, has taken over the welfare of children in an orphanage in Uyo.

Disclosing this to the News Agency of Nigeria (NAN), in Uyo, Mrs Asuwama Sydney, the Coordinator, said that the NGO took over the management of the orphanage, Divine Children’s Home, to ensure that the inmates had good care.

NAN also reports that the vulnerable children who were branded “witches” and sent out of their homes, were later evacuated to a government home at Uyo Security Village by the state government.

“What I am sent here to do by the wife of the governor is to make sure that the children are well fed, sent to school and given proper medical attention,” Sydney said.

She said that more than 200 children in the home were all doing well.

She said that those who chose to go to school were sent to school while others were engaged in vocational education.

On plans to reunite the children with their families, Sydney said that some of the children had insisted that they would not go back to their parents who had put them in the present condition.

“The government has the responsibility to take good care of the children and most importantly ensure that they are given formal education,” she said.

However, Sydney said that the process of reuniting those children who agreed to go back to their parents may be easier with the reappointment of Mrs Eunice Thomas asCommissioner for Women Affairs and Social Welfare.

According to Sydney, the commissioner supervised the evacuation of the children from private homes to the government home for better care.

Nineteen minors, working in hazardous sticker factories, were today rescued from Kanjhaola area of north-west Delhi, an NGO working for children said. The child labourers rescued were from Bihar and Uttar Pradesh and most of them were trafficked from their native villages by middlemen, Bachpan Bachao Andolan chairman R S Chaurasia said. Acting on a complaint filed by the NGO, Sub Divisional Magistrate - Saraswati Vihar, Ajay Kumar, along with labour department district task force and police, raided several places in Anandpur Gaon, Kurala and Madanpur Dabas, rescuing the 19 minors. The children were working for 12-14 hours a day without any wages, Chaurasia said. "The children working in the stickers unit had to work in hazardous and dangerous conditions as they had to melt rubber in a temperature of 200 degrees. They used to melt the rubber to make stickers out of it for some well known branded companies," he said. Nine-year-old rescued worker Nurul (name changed) said, "We used to work from early in the morning. The temperature was so high that at the end of the day I used to develop sores on my hands and it used to be very painful. We were not given anything to wear to protect our hands from the heat." Another labourer, 12-year-old Ajay (name changed), said, "I have been working since seven months now, but I have never received any wage from my employer. He said that now I am in training period and so I would not be given any salary. He did not even send any money to my parents." One chemical factory has been sealed on the order of the SDM. All the rescued child labourers were produced before the Child Welfare Committee which ordered that the children be sent to a rehabilitation centre.

Bacolod NGO among Magsaysay Awardees

A Bacolod-based social enterprise that was recognized for its vision, technological innovations, and partnerships to improve lives and livelihoods of the rural poor in upland Philippine communities and elsewhere in Asia was among the awardees of this year’s prestigious Ramon Magsaysay Awards.

The Alternative Indigenous Development Foundation, Inc (AIDFI), from the Philippines, was initially born out of the social havoc that accompanied the collapse of the sugar industry in Negros during the 1980s. Hundreds of workers and farmers were relocated and the survival of peasant families was severely threatened.

In the wake of this crisis, a small group of social activists which include Auke Idzenga, a Dutch marine engineer, decided to form AIDFI to tackle the basic needs of the affected farmers.

Agricultural manufacturing and technology development were their initial approach, but lacking funds and the loss of key members forced the organization to close down.

When Idzenga returned to Negros in 1997, however, AIDFI was revived, this time with a clearer focus on modernization technology to assist deprived, rural families.

AIDFI’s first success came when it redesigned an ancient and largely dumped technology called the ram pump.

The ram pump uses the natural kinetic energy of flowing water from rivers or springs, to push water uphill without the use of gas or electricity.

As reinvented by AIDFI, the ram pump can lift water to a high ground reservoir, with a volume of 1,500 to 72,000 liters of water per day.

In partnership with organizations and local governments, AIDFI also provided a whole “social package” which includes the organization of local water associations to supervise the water generation and distribution scheme.

AIDFI technicians supply clean, cheap water for household use, livestock raising, aquaculture, and small-scale agriculture to upland communities that do not have easy access to water.

Since the reinventing and introduction of the ram pump technology, AIDFI has fabricated, installed, and transferred 227 ram pumps that now benefit 184 upland communities in Negros Occidental and other provinces across the country.

We want CBI probe against Kapil Sibal for favouring telecom companies: NGO

An NGO has filed complaints with the CVC and CBI seeking probe against Telecom Minister Kapil Sibal for allegedly reducing the penalty on Anil Ambani controlled telecom companies from Rs50 crore to Rs five crore in violation of licence agreement for providing telecom services in rural and remote areas.

The complaints, filed separately with the two agencies, by the NGO, Telecom Watchdog, sought a thorough probe and registration of FIR under the Prevention of Corruption Act against Sibal for allegedly abusing his official position to benefit a private party at the cost of exchequer.

The NGO said it was filing the complaints as the Supreme Court on July 11 had refused to entertain an identical plea on the ground that the issue was not related to the 2G spectrum and gave liberty to the petitioner to avail other legal remedies to get the matter investigated.

The two companies named in the complaints are Reliance Communication Ltd (RCL) and Reliance Telecom Ltd (RTL).

The plea in the apex court was made by another NGO, Centre for Public Interest Litigation (CPIL).

When the NGO, CPIL filed an affidavit in the apex court in the 2G matter, Sibal reacted strongly saying PILs should not be used to settle personal scores and dismissed the charges against him as "malicious, motivated and defamatory".

Mentally challenged people rescued from NGO; cops suspect human trafficking

Twenty seven mentally challenged people, including six women, have been rescued from an NGO in Rajasthan's Dholpur district.

They had been kept in inhuman conditions and all 27 of them had been bundled into three small rooms.

The police have arrested the two owners of the NGO. The accused were running the asylum under the banner of "Nagma Seva Kendra" and claimed to have 32 inmates. But only 27 inmates were found on Saturday.

The police now suspect that the five missing people may have become victims of trafficking.

IOGT International sent a Press release on World Health Day concerning decision-makers showing political will to fight against non-communicable diseases.

The World Health Organization (WHO) and its partners use this opportunity to both cherish the advances made in world health and to gather momentum for tackling existing problems.

IOGT International strongly participates in the commemoration as Mr Sven-Olov Carlsson, President of IOGT International, points out: “IOGT International has for more than 160 years been part of the global efforts to promote development by improving public health. Therefore World Health Day is important to reflect what is left to do: still today we face major threats to global health and positive societal development. Non-communicable diseases (NCDs) are one such key issue because they kill three out of five humans in the world. It is crucial on World Health Day, that decision-makers get the facts right. We urge ministers from all over the world to show political will to take clear measures in a coherent approach for reducing NCDs. To reach the Millennium Development goals and to foster social development all over the world we need clear, binding commitments from governments.”

EUCAM report on the “Seven Key Messages of the Alcohol Industry”

EUCAM (The European Centre for Monitoring Alcohol Marketing) has published a report called "‘Seven Key Messages of the Alcohol Industry”. They address how the Alcohol Industry resists legal restrictions and how companies profit from governments with a policy that legally restricts them as little as possible.

Worldwide, the Alcohol Industry takes a stand against measures such as the raising of excise-duty, the introduction of minimum prizes for cheap booze, raising the minimum age for buying alcoholic beverages, restricting the number of outlet points, putting warning labels on products and restricting advertisement.

Policy restrictions in South Africa

Adrian Botha, director of the Association for Responsible Alcohol Use, told media representatives attending the Audit Bureau of Circulations' presentation in Cape Town, that South Africa had been singled out by the World Health Organisation as a country that has a high growth in binge drinking.

He said that the Department of Health had expressed its concerns and was already talking about health warnings on labels. The minister of health was considering advertising bans and banning the sale of alcohol on Sundays. The City of Cape Town's liquor by-laws proposed a levy on alcohol as well as reduced availability.

Botha also said that the WHO's Resolution WHA 61.4 was being described as "the most significant review of alcohol policy in 25 years".

Indian Temperance Youth Federation (ITYF) is a national level temperance movement, working for the promotion of “Living Drug Free” lifestyle among adolescent children and youths. As a part of their rehabilitation work Brain Society conducted one training programme on Shell Work on Sarees. Under this programme 30 women were trained shell work on sarees. The duration of the training was 13 days. The women selected for this training were rural women from addicted families. After the training they will receive help to get bank loans and to start micro level production units in their own houses.

Alcohol and violence among the Indegenious population of Australia

Australian aboriginee population suffer from a high crime rate and violence. In an article Senior legal aid lawyer Russell Goldflam from Alice Springs claims that alcohol needs to be tackled in order to get to the root of the problem. The front bar at Alice Springs’ most famous drinking hole, the Todd Tavern, has long been called the Animal Bar. Along with a couple of other outlets, it operates from 10am until 2pm, when it shuts. 2pm is the opening time of the takeaway bottleshop next door.

In Alice Springs we drink about 20 litres of pure alcohol per person per year, twice the national average, and four times the planet’s average. Police records show that between 70 and 90 per cent of our assaults are alcohol related. Most of the victims are women, and almost all of them are Aboriginal.

Report from the latest Board Acting Committee-meeting in March in Vienna, Austria

At the meeting there was a presentation by Andres Pihlström, responsible for the Branding process of IOGT International, concerning the issues of creating a new website and starting to use social media as well as formulating a profile document.

The financial report said that there was a deficit in 2010 due to the International Congress and that the Branding process is costing more than originally budgeted for.

The International President Sven-Olov Carlsson and the International Deputy President Kristina Sperkova had met for a discussion concerning finding external funding for IOGT International and after Mr Carlsson’s suggestion it was decided that IOGT International, together with ACTIVE, will use the services of European Citizen Action Service (ECAS) to come up with suggestions of suitable funding opportunities at a workshop in May.

The International President reported on Eurocare’s collaboration with HAPI on an EU funded project “EU/US civil society dialogue”. HAPI is an international health partnership and the purpose of the project is to develop an understanding of the situation and key issues relating to underage drinking control in the EU and US, and the key routes for influencing alcohol policy.

Rolf Hüllinghorst informed about an Autumn Festival of IOGT Global Circle in Brandenburg, Germany, 17 -24 September 2011.

Special guest Rachanikorn Sarasiri from IOGT Thailand gave a presentation of the area of Hua Hin, Thailand which is the suggested site for the next International Congress in 2014. It was also discussed how ACTIVE can take part even if their Congress will be held in Europe. The dates suggested are the 27-31 of October 2014.

The forgotten factor in family poverty
Confronting family poverty needs evidence-based alcohol policies
n his message on the International Day of Families 2011 the UN Secretary-General Ban Ki-Moon says: “On this International Day of Families, let us resolve to support families as they nurture the young, care for the old and foster strong communities”. [1]
The UN has a long history of efforts to protect families, especially women and children. This year’s theme is very important as it allows development organizations and governments to direct the spotlight on a hidden but key issue – the impact of alcohol abuse on families. Effective action here will radically improve the conditions and future prospects of children, women and families in general.
The World Health Organization has noted that “the impact of alcohol consumption reaches deep into society. It causes harm to the well-being and health of others. Diseases and injuries, for example, have social implications, including medical costs, which are borne by governments, negative effects on productivity, and financial and psychological burdens on families.”[2] Alcohol use can severely impair the individual’s functioning in various social roles – the performance as parent, spouse or partner and as contributor to household-functioning. Research has piled up evidence showing that alcohol is present in a substantial number of domestic violence cases. In the USA an estimated 480,000 children are mistreated each year by a care giver with alcohol problems[3] and in Europe 16% of all cases of child abuse and neglect are alcohol related.[4]
The economic consequences of expenditures on alcohol are significant especially in high poverty areas. Alcohol is a major factor in exacerbating poverty. In a month a rural laborer can spend as much as he earns on alcohol. The alcohol menace ruins families and contributes to the breakdown of the basic social fabric of society. Often it is the women who bear the brunt of this problem – wife battery, discord in the home, abused and deprived children, non-working or chronically ill husbands who become a burden to both family and society. [5]
Evidence clearly shows the correlations between alcohol abuse, burdens on the family and poverty. Celebrating the International Day of Families, we need to commit ourselves to actions which support family development and reduce poverty. We need governments to get this right and to intensify their efforts to address alcohol problems as part of their development aid, as well as to reduce alcohol availability and increase alcohol prices. Families all over the world, in each society and social class deserve these protective measures.

Global Health Starts with Drug-Free Communities
The most successful approaches in drug use prevention involve the critical role of families, schools, and communities to build on protective factors to ensure safe and healthy childhood and adolescent years and to provide viable and legitimate livelihoods for adults.

Globally every year an estimated 210 million people use illicit drugs, with almost 200,000 of them dying annually. Drug use and drug trafficking are not only a health threat, but also threaten global stability and socio-economic development across the world.
In 2008, when the world community gathered at the end of a 10-year period to fight drugs, Member States were still “gravely concerned about the growing threat posed by the world drug problem.” They re-committed themselves to “eliminate or significantly reduce” the overall drug supply and demand by 2019.

“The context in which we observe this year’s World Drug Day is an ambitious but visionary challenge the world community committed itself to. It’s clear that we all have the right to live free from drug use,” says Mr. Sven-Olov Carlsson, President of the World Federation Against Drugs.

“Drug addiction is a modern form of slavery that kidnaps the free will of drug users, creates massive social burdens and promotes hostile and dangerous behavior. To eliminate this problem, as the world community has pledged, we need balanced and restrictive policies including prevention, treatment, law enforcement, and research focusing on both demand and supply reduction, says Mr. Sven-Olov Carlsson, President of the World Federation Against Drugs.

Many illicit drug markets have reached global dimensions and require control strategies on a comparable scale. In that context, there is a need to better understand these transnational markets and the manner in which they operate.
Non-medical use of prescription drugs is reportedly a growing health problem in a number of developed and developing countries.
Moreover, in recent years, several new synthetic compounds have emerged in established illicit drug markets. Many of these substances are marketed as ‘legal highs’ and substitutes for illicit stimulant drugs such as cocaine or ecstasy.[1]

“Drugs are a paramount obstacle for social and democratic development in societies all over the world. Therefore drug prevention is such a crucial approach, says Ms Kristina Sperkova, Deputy-President of IOGT International.

“Our children deserve that we make all efforts in preventing drug use by comprehensive policies: studies clearly show the gateway effect of the so called legal drugs, like alcohol. Students do not use illicit drugs unless they also use alcohol. Children who smoke are 19 times more likely to use cocaine than non-smokers. Students and teachers of CSKM Public School, Satbari, Chattarpur, celebrated World Health Week in association with the Naz Foundation(India), Nada India Foundation and World Health Organisation. Students from Std III to XII involved in various activities like an Interactive programme on HIV and AIDS, painting competition on the theme “My Delhi ! Healthy Delhi!” , oral health campaign by Dr. Raghavendra Jaiman, and a session on “Health and winning habits” by Monica Menon, Asiad player, were held. The theme of this year was “Anti-microbial Resistance: no action today, no cure tomorrow!” Students had an interactive session which dealt with issues like how AMR (Anti-Microbial Resistance) hampers the control of infectious disease, how it is a threat to the pre-antibiotic era, and the increase in cost in health care due to AMR.

Multi Specialized Health Camp (18.06.11)

SVCT organized a general health Camp in association with Bhartiya Ekta Vikas Manch on 18th June 2011 at Municipal Corporation Primary School. The Camp was scheduled from 10:00am to 2:00am but people continued to come till 2:30. There were 11 volunteers who participated in this Camp. There were 177 patients who were diagnosed by the following doctors:

The volunteers were making the people aware about different types of cancers, their causes and ways to prevent them by personally interacting with them. Everybody was delighted to see the success of the Camp and is expecting more of such Camps to be organized in future.

Medical Health Camp (11.06.11)

A general health Camp was organized by SVCT in collaboration with Shyam Pushtak Bhandar on 11th June at Shiv Mandir D Block, Sanjay Market Mangolpuri, New Delhi- 83. The Camp was conducted from 10 a.m. to 2:30 pm. There were eight interns volunteering in the Camp. There were three doctors who were treating the patients - Dr. Naveen Tyagi (surgeon), Dr.Abhilash (physician) and Dr. Simran Sawhney(dentist). 284 patients visited the health Camp and were given proper guidance and medicines. Two patients were found suffering from oral cancer and they were referred to nearest government hospital for further treatment. All the interns were making the public aware of various types of cancer, its causes and the preventive methods. Mrs. Shakti Rani Sharma, trustee of SVCT, was also present over there. She appreciated the efforts done by the team members and was very happy to see the success of our Camp. The Camp was successfully completed and people appreciated the efforts done by SVCT in executing the Camp.

Medical Health Check up Camp (04.06.11)

A general Health Camp was organized with the help of Backward Patron Society & National Backward Christian Trust on 4th June 2011 at Palam Extension (near Ramphal Chowk) from 10 am to 2.00 pm. Two doctors Dr. Naveen Tyagi & Dr.Abhilash) screened 107 OPD and medicines were also given to patients. Six interns Tapasya, Satish, Sunil, Rachel, Lalit and Syed Umair (for internship trainees) came from different parts of India and helped in smooth running of Camp. A small Anti-Tobacco exhibition was displayed. The trainees have a keen interest in promoting the cause and they have done a good job in convincing people to stop consuming tobacco. People appreciated the good effort done by SVCT and are expecting more Camps in the area.

Survey of inmates’ house

A household survey was done on 1st of June near sector-20, Rohini. Apart from the field organizer four trainees (Prateek, Rachel, Lalit and Sunil Gupta) were the part of the survey conducted. Trainees have gained knowledge about how survey should be conducted under the human touch programme of SVCT.

Internship training

12 students came from different part of country for their social summer training on 30th of May 2011. Students were presented summer internship letter, and they also get a kit. All were welcomed by Ms. SHAKTI RANI and Mr. KARTIKAY SHARMA trustees.

Medical Health Check up Camp (28.05.11)

A general Health Camp was organized with the help of Prithvi Singh Tyagi Memorial Trust, on 28 May 2011 at Village Holambi Kalan, Near Alipur, from 10 am to 2.00 pm. Two doctor's (Dr.Naveen Tyagi & Dr.Abhilash ) screened 180 OPD and medicines were also given to the patients. Two interns Tapasya & Mr.Satish (for internship trainees) came from Gwalior & Noida respectively and helped in the smooth running of the Camp.

A general Health Camp was organized with the help of Mr.Hem Raj Garg of Navyuvak Sangarsh Welfare Association , at Garg Properties , C Block Vijaty Vihar, Sector - 4, Rohini, Delhi on 21 May 2011, from 10 am to 2.00 pm. Two doctors (Dr.Naveen Tyagi & Dr.Abhilash) screened 201 OPD and medicines were also given to the patients. Three interns

(for internship trainees) came from different parts of the country and helped in the smooth running of the Camp. A small Anti-Tobacco exhibition was displayed. Everyone was expecting that people may not turn up due to bad weather condition, but large number of people came. Everyone appreciated the good effort done by SVCT. & expect more Camps in the area.

Mrs. Amarjeet Kaur,Lalit & Arvind worked in the Camp as Social Worker, Jhuggi Pradhan appreciated the activity done by SVCT. Mr.Gurneet Bhandari of Self Help Project for the Dalit Women was helping the patients who came for treatment.

A General Health Camp was with the help of Mr.Gurneet Bhandari of Self Help Project for the Dalit Women at Jhuggi Camp, (Railway side) Peeragarhi, New Delhi on 30.04.2011 , from 10.00 am to 2.00 pm. The

Mr.S.Samuel along with his team members was also present there to help the patients. Patients were less in the Camp due to fire in one of shoe factory nearby the Campsite.

General Health Check up Camp (23.04.2011)

A general Health Camp was organized with the help of Mr.S.Sammuel of Backward Patron Society (Regd) at Baba Ramdev Mandir complex, B-Block, J.J.Colony, Uttam Nagar, (Hastsal Road) New Delhi on 23.04.11 ,from 10 am to 2.00 pm. Two doctors (Dr.Naveen Tyagi & Dr.Abhilash ) screened 206 OPD and medicines were also provided to patients.This was the first ever organized Camp in the area by any NGO. Mr.Atul and some volunteers who came from Backward Patron Society (Regd) worked & helped patients by showing them anti tobacco exhibition.

Educational material distribution in JNJ (slum area) colony (21.04.2011)

An educational program was launched by SVCT, in which we oriented small slum children on the benefits of education in modern era. And how they should get best out of it, so we, SVCT distributed Notebooks and other useful stationary items to around 35 school going children, who were living in Jhugis situated near Tihar jail.

Educational Material Distribution Function (09.04.2011)

A small function was organized in SVCT office at Janakpuri, on 9th April 2011 from 11.00 am to 3.00 pm. About 90 children who belonged to Tihar inmates along with their family attended the Camp. Mrs.Shakti Rani Sharma, trustee distributed School Bags, Note – Books & stationery items( like Pencil, rubber & Foot rule) etc to all these children. Apart of these course study books, School dresses (included School Shoes, socks,tie , belt ) were also provided to all convicts children, whom SVCT had adopted. School Fees is also paid by SVCT. SVCT also arranged for short classes in good behavior and Hygiene for them. Students of Lady Irwin Collage (Delhi University) played a useful role in the function. Separate non formal class on Breast Cancer, awareness program was also arranged on this occasion. Dr. (Mrs.) Vandana Mehta, gave some useful tips for better health (awareness). Mrs. Shakti Rani assured children that SVCT will help to complete their education.

Heart, Cancer & Respiratory Camp (27.03.2011)

A Camp on Heart, Cancer & Respiratory was organized in association of Metro Heart & Cancer Institute at Gate No.2, Pocket C, Mayur Vihar Phase - 2, Delhi, with the help of Resident Welfare Society. Large number of patients from different areas came to the Camp. Mr. Anil Kumar Choudary, MLA (& President DPYC) inaugurated the Camp & appreciated the activity. Mr.Davendra Kumar, councilor MCD, also visited and was impressed by the arrangement of the Camp and requested SVCT to hold more Camps in the area. On our special request Mr. Niloy Mitra Chief coordinator, Metro Hospital sent special team (ECG, Echo, PFT & PFM) for the Camp. Total OPD was 202, (Heart- 150, Cancer - 60, Respiratory - 55.) the following tests were done (RBS - 160,ECG - 110, PFT (Pulmonary function test - 38 ) PFM ( Peak flow Meter) - 30 & ECHO - 45 ).Thanks to Mr.S.K.Choudary, Mr.Vijay Sharma, Mr.K.P.Varghees & Mr.V.Kukreja of RWS, who helped in smooth running of the Camp. Mr.Anil Grover, President, on behalf of RWS thanked SVCT for holding the Camp. Mr.Gaurav and his team (4) (Jaypee Business School, Noida) worked as social Volunteer.

Breast Cancer (Awareness) Camp (26.03.2011)

A Breast Cancer (Awareness & Detection) Camp was organized at Church (Associate Bishop Commissary, Evangelical Church of India, at Janakpuri. In the Camp two separate portions were made, in one a small & informatics exhibition was displayed for people to know about the bad effects of tobacco & how cancer enters into human beings. Secondly a small session was also arranged in which Power Point Slide was shown for Self Breast Examination. Patients felt very happy by the arrangement done by SVCT. Mrs.Anthoni, wife of Hon'ble Defence Minister visited the Camp and she was very much impressed by the activities done by SVCT. Volunteers who came also helped. 49 OPD cases were screened and 17 X-Ray Mammography were done. The trustees of SVCT were also present at all the time.

Health Check up Camp (18.03.2011)

A general Health Camp was organized with the help of Backward Patron Society & Aman National Organisation at Om Vihar, Phase V , near Madina Masjid, Uttam Nagar, New Delhi from 11.00 am to 3.00pm. Two doctors screened 130 OPD patients and provided medicines to all. Volunteers from Backward Patron society and 5 students (lead by

Ms.Rachna) of Lady Irwin college (DU) helped in smooth running of the Camp. Thanks to Mr.Sami Ahmed Rizvi to make the Camp a success.

Health Check up Camp (12.03.2011)

A general Health Camp was organized with the help of Mr.Bablu Verma of Radhika Jewellers,Avantika, Sec-1,Rohini,New Delhi at Mahadev Chowk, from 11.00 am to 3.00. Two doctors screened 197 OPD and medicines were also provided to patients. This was the first ever Camp organized in the area, so residents requested to hold such Camps in the future also. Two volunteers came from Ramjas College (Delhi University) for social work & helped patients and showed them the anti tobacco exhibition.

Health Camp, at Shiv Vihar, (05.03.2011)

A general health check up Camp was organized with the help of Ideal Radian Public School. Dr.Jitendra of ESI Hospital & Dr.Abhilash of Sunrise Hospital, Gurgaon, screened 319 OPD and provided essential medicines. Mr.ChandarKant , Director Ideal Radian Public School thanked SVCT for this Camp.

Non-Formal Education Camp & Breast Cancer Awareness Camp (04.03.2011)

Under social internship programme of Lady Irwin Collage of Delhi University, 5 students came for the same. A social work programme was organized with the help of Mr.Gurneet Bhandari of Self Help Project for Dalit Women at Peera Garhi Jhuggi Complex on 4 March 2011, at 2.00pm, where 5 students of Lady Irwin College came and met jhuggi cluster children. They talked on good behavior, cleanliness drive & tried to play motivational games, which can be helpful for the mental development of child.

Later a meeting was also organized for ladies, about 20 ladies participated and messages regarding cleanliness, hygiene and Breast Cancer were given to them and also how to detect the cancer on their own by Breast Self Examination.

Participated in Annual Fest At J.P.Business School, Noida (01-03-2011)

Mr.Gaurav Passy represented SVCT at the fest. He arranged 11 Volunteers of M.B.A from Jaypee Business School, Noida for the stall.

An approximate of 5000 students visited this stall. Many students showed their interest to work with SVCT as volunteer or for internship.8 students came from J.P. Business School for their Social Internship Program.

Non-Formal Education Camp ( 23-02-2011 )

A Camp was organised on 23rd february 2011 at PeeraGarhi Jhuggi Camp (The Slum Basti). Here street children meeting was organised for Non-Formal Education in PeeraGarhi (Slum Basti). 30 students participated in this Camp. It was a successful attempt by SVCT. Thanks to Mr.Gurneet Bhandari of Self Help Project for Dalit Women for organizing this event.

HEALTH CAMP ( 19-02-2011 )

A Health Camp was organised with the help of Mr.Gurneet Bhandari of Self Help Project For the Dalit Women on 19th February 2011 at Peera Garhi Jhuggi Camp. 220 O.P.Ds were conducted by Dr. Naveen of Ram Manohar Lohia Hospital and Dr.Abhilash of Sunrise Hospital, Gurgaon, . The Camp was successfully completed and people appreciated the efforts done by SVCT in this Camp.

HEART CHECK-UP CAMP ( 16-02-2011)

A Heart Camp was organized with the Help of Mr.C.K.Pandy Chief Manager of Allahabad Bank on 16th February 2011 at Allahabad Bank complex, Janakpuri, New Delhi. 102 O.P.Ds were conducted (45 ECG & 65 random sugar Test).26 patients were referred for Echo test. This Camp was appreciated & visited by Mr.Vipul Singla Zonal Head & Mr. M.C.Singal (A.G.M) Allahabad Bank, Delhi.

Participation in Annual Fest (Tempest) At Miranda House College, Delhi University (09 -02-11 to 11-02-11) Large no. of students who came from different colleges were shown their interest to work with SVCT as Volunteer or for social internship.

A Camp was organised on 1st & 4th February 2011 at MCD Primary School, Janakpuri C-4 Block, New Delhi from 10a.m. to 1p.m. with the help of Mata Chaudhary Heera Devi CharitableTrust & Geeta Mandir Trust, C-2,Janakpuri, New Delhi. Mr. Prithvi Raj Sahni, Mayor Inaugurated the Camp. 508 O.P.Ds were conducted which included children & School Staff & some medicines were also provided to all children. Staff was happy & thanked SVCT for the event.

HEART CHECK UP CAMP(30-01-2011)

A free heart check up Camp was organised on 30 January 2011 at Shree Sanatan Dharam Mandir Sabha D-Block, Janakpuri, New Delhi from 11a.m. to 3p.m. in association with Metro Hospital and Cancer Institute, Preet Vihar,Delhi.A doctor (cardiology with Dietician ) screened 89 O.P.D in which 75 E.C.Gs, 75 R.B.S(Sugar Test) were done, and 26 Echo Test were screened. Mr.Deepak Wadhera & Mrs. Sharma (President) appreciated the effort.

HEALTH CAMP (29-01-2011)

A general health Camp was organised on 29th January 2011 at Shiv Mandir, Ranaji Enclave, Najafgarh Road, New Delhi from 11a.m. to 3p.m. with the help of Mr. Bhola Nath and Mrs. Suman Taneja. 220 O.P.D's were screened. Efforts of SVCT were appreciated by everyone.

BREAST CANCER CAMP (24-01-2011)

A Camp was organised on 24th January 2011 at Gita Mandir Complex, C-2 Block, Janakpuri, New Delhi from 10a.m. to 3 p.m.with the help of ROKO Cancer Charitable Trust. 46 ladies attended this Camp. All were given useful information regarding the effects of breast cancer. 27 Mammography were conducted. Mr. S.K. Singhal General Society of Geeta Mandir Trust thanked SVCT for this Noble Cause.

Drawing Competition (23-01-2011)

A drawing competion was organized for different age groups (i.e. 5- 7 years,8-10 years and 11-12 years) at Shree Ram Vatika Park, Mayur Vihar-2, Delhi with the help of Resident Welfare Society(Regd) from 10a.m. to 1p.m. 89 children from different age groups participated. Different topic was given to all the participants. The imagination and thinking of children towards their subject came out by this event.

Later the Prizes were distributed by area MLA (& President DPYC) Ch. Anil Kumar & Councilor Mr. Devendar Kumar to best two of each group. On 26 Jan, on the Occasion of Republic Day function Mr. Anil Grover (President of Resident Welfare Society) thanked SVCT for this event. Mementos were also given to event coordinator Mrs.Manju Badoni & Mrs.Manju Chugani. Area MLA & Councilor were also honored by SVCT.

Health Camp (22-01-2011)

A Camp was organised on 22nd january 2011 in association with Jimedar Nagrik Trust at Bharat Jodo Complex, 109 Tara Nagar(Near Kakrola Dairy), New Delhi from 11p.m. to 3p.m. For vide publicity Bharat Jodo used their vehicles with mike on it. Mr. Satnam Singh of Bharat Jodo helped to make it a success. Dr.Jitendra from E.S.I. Hospital and Dr.Abhilash from Sunrise Hospital conducted 244 OPD & medicines were given to all patients.

Health Camp (15-01-2011)

A Camp was organised on 15th january 2011 at Shiv Mandir, Shyam Vihar(Kakrola area) near Dwarka Sector-14, New Delhi from 11p.m. to 3p.m. One doctor (Dr.Rajiv) from E.S.I. & one (Dr.abhilash) from Sunrise Hospital, Gurgaon screened 125 OPDs and medicines were also given. Mr. Nawab Singh, Mr. Rajinder Chokker and Mr. Ashwani Ranga helped to make it successful.

Health Camp at Allahabad Bank (26-12-2010)

A Camp was organised with the help of Aster Eye Care at Allahabad Bank premises in Lajpat Nagar from 11a.m. to 3p.m. In this Camp 41 O.P.Ds were conducted. A small informatics exhibition on cancer and tobacco was also displayed. People and bank staff appreciated the efforts done by SVCT.

Health Camp At Vikas Nagar (25-12-2010)

A Camp was organised on 25th December 2010 at Colnel Bhatia Road, Green Avenue, Vikas Nagar ,New Delhi from 11a.m. to 3p.m. with the help of Bhagwan Dass Chauhan( President, Block- E, Vikas Nagar). In this Camp, 203 O.P.Ds were screened and required medicines were also given to the needy patients.

Quiz Competition for Immunization & Nutrition at Uttam Nagar (15- 12-2010)

A Quiz competition was organized on nutrition and immunization on 15th December 2010 at Ideal Radiant Public School in Shiv Vihar in Uttam Nagar from 11:30a.m to 2p.m. In this Quiz competition, 55 Ladies participated and 25 simple questions were asked. 1st prize was given to Mrs.Sarita who scored 15/25, 2nd to Neelam Rai who scored 12/25 and 3rd to Mirra who scored 9/25 marks. Consolation Prizes were also distributed to those who gave answers to more than 2 Question. This was the first ever event organized by any NGO in this area.

Health Camp At Uttam Nagar (11-12-2010)

A Camp was organized on 11th December 2010 at Shiv Vihar in Uttam Nagar from 10a.m to 2p.m. Two doctors provided their services to 136 patients. This Camp was organized to search for the possible cancer patients and for further detection. Cards were issued to the patients and medicines were dispensed to them. Mrs.Sarita Pathak helped us in organizing the Camp. AIDS Awareness Camp At Uttam Nagar (09-12-2010):

AIDS Awareness Camp was organized on 9th December 2010 in Shiv Vihar in Uttam Nagar from 10a.m to 2p.m. 18 Ladies participated in the Camp. In this Camp people were made aware regarding the prevention from AIDS. This was the first activity in this area. So people appreciated this activity carried out by SVCT. Mrs.Sarita Pathak helped in this event.

Health Camp At Dwarka(04-12-2010)

A Camp was organized on 4th December 2010 in Dada Dev Mandir in Palam Village from 10a.m to 2p.m. Two doctors from E.S.I and CIVIL Hospital (Gurgaon) offered services voluntarily to 110 patients. This Camp was organised to see any suspected case of Cancer. Medicines were also given to them. An exhibition on Anti Tobacco were placed which were appreciated by the people. Mr.Pokker Mal Tanwar & Mr. Chander Bhan Solanki , President Mandir Committee appreciated the effort.

Cancer Camp (28-11-2010)

A Camp was organized in collaboration with MKS( ROKO Cancer) Charitable Trust,with the help of DIG Mr.G.J.Singh at GCCRPF Camp at Jhadhoda Kalan on 28th Nov. 2010 from 10.00am to 5.00 pm. A team of Doctors, technicians, nursing staff screened 71 suspected patients.

A complete Mobile Cancer Van with in fitted Potable Mammography X- Ray machine brought by ROKO in which 27 Mammography was done. Dr.Astha from SVCT gave some useful information regarding Breast Self Examination, amongst participant also.

Health Camp At Palam Extension (20-11-2010)

A Camp was organized at Dr. Ambedkar Kunj at Palam Extension , in Which Dr. Naveen Tyagi of ESI Hospital & Dr. Abhilash from Civil Hospital, Gurgaon offererd their services Voluntarily. They screened 117 OPD patients. Mr.Pokker Mal Tanwar,Mr.Sultan Singh Tanwar, and Mr Rajender Singh helped the Camp to make it a success. A small and informatics exhibition on Tobacco was also placed. People of the surrounding area were happy to see the Camp and requested SVCT to hold such Camps in future also. Mrs.Shakti Rani Trustee assured them to hold Camp in future too.

Health Camp At J.J.Colony, Dwarka(18-11-2010)

A Camp was organized on 18 November 2010 in J.J. Colony (Sector- 7) in Dwarka from 10a.m to 2p.m. One doctor (Dr.Naveen Tyagi) from E.S.I hospital & (Dr.Abhilash ) from Civil Hospital Gurgaon offered services to 188 patients. Mr. Bijender Singh and Mr. Chiranjee Lal helped this Camp to success. Mr. Daya Prasad who is a MCD worker helped in this Camp.. Cards were issued to the patients and medicines were distributed to them. People were very happy by this activity, done by SVCT.

Cancer Camp At Udham Singh Park, Wazirpur(27-10-2010)

A Camp was organized in collaboration with MKS ROKO Cancer Charitable Trust, at Udam Singh Park, Wazirpur Industrial Area on 27th Oct. 2010 from 10.00am to 5.00 pm. A team of Doctors, technicians, nursing staff screened 66 suspected patients. A complete Mobile Cancer Van with a Potable Mammography X-Ray machine brought by ROKO in which 24 Mammography was done. Detailed Reports were given at the Camp side. Similar OPD for general public was also arranged by SVCT. A doctor (Dr. Naveen Tyagi) of ESI Hospital offered his Services voluntarily where 175 OPD patients were screened and all patients were given required medicines. On this occasion some posters were also displayed and leaflets regarding Tobacco and Breast Cancer were distributed amongst the patients and general public. People were very happy and appreciated this arrangement done by SVCT. Mr.Ram Kumar Pradhan (Jhuggi cluster) gave special thanks for organizing the activity.

Cancer Camp At Wazirpur (20-10-2010)

A Camp was organized in collaboration with Indian Cancer Society (Regd) at Udam Singh Park, Wazirpur Industrial Area on 20th Oct.2010 from 2.00pm to 6.00 pm. A team of Doctors including 1 Male, 1 Female, technicians and nursing staff. They screened 41 patients by the team of Doctors of Indian Cancer Society (Regd.) which included blood samples for investigation. Investigation Report in detail will be given to the patients after 2 weeks. We arranged some medicines for general O.P.D and required items from local market and hold the Camp. Dr (Mrs.) Vandana Mehta took initiative and screened 125 OPD (54 female, 65 male & 6 children). A drive against Tobacco was also launched; hand bills and posters were displayed and distributed amongst the general public.

Human Rights for Women in India

Woman, the very creation of God that makes living beautiful is often at the receiving end of trauma. Not necessarily do criminals live around rural thatched roofs only. They are found in sky rises and posh suites too. In 2009 rape cases have reached 2,497, domestic violence has crossed the 10,000 mark. In short women are still treated as a lesser person. But of course the government is doing all its best to improvise the situation. Around 2.8 million social workers have been employed by the government to reach into villages and homes across the country, to make women aware of their rights.

Much to their surprise women are not even aware that they have any rights in a man’s world. While some are treated as slaves in their adulthood, most don’t even enjoy a childhood. To this purpose the National Commission for Women is set up and located at 4, Deen Dayal, Upadhayaya Marg, New Delhi 110 002, phone: 11 23237166. It is the apex organisation for protecting women. Besides this there are Commissions set up in each state of the country to protect and uplift women.

These organizations implicit that there should be equality of rights for women as given to men. Article 14 of the Constitution in India says that no person will be denied equality before the law. Article 42 states that women should be provided just and human work atmosphere and maternity relief. Sati laws have been abolished, child marriages are legally punishable. The girl now has to be of 18 years when she is married and her consent has to be taken. Using force is punishable. To her relief eve teasing too is considered a crime. It can be reported and offenders will be put behind bars immediately.

Women's Rights Movement in India : There are many committed organizations and non-governmental organisations (Ngos) in India working for the advancement of women's rights in addition to government appointed agencies. The Indian government has a National Commission for Women, which is dedicated to the welfare of Indian women.

Neither AICAIP nor any of the organizations it represents concentrates specifically on the dissemination of information. There is also no other Indian indigenous people's organization with this focus. However, exchanging and providing information is part of AICAIP's work.

SNDT Women's University was established in 1916 as the first women's university in India. The university library was established in 1955. It houses an information service on women's studies. The women's information section of the library caters to researchers and professors as well as NGOs and activists. The library maintains an indigenous database -SUCHAK- containing references to more than 100.000 titles. About 35.000 of these pertain specifically to women. FAOW was formed in 1979 as a platform to respond to an extremely unjust judgement on a rape case. Soon from a Forum Against Rape as it was earlier called, it changed its name to the present one to encompass varied forms of women's oppression. FAOW is part of what in India is recognised as the Autonomous Women's groups which has played a crucial role in this third phase of the women's movement [late 70's onwards]. Today it is mainly a campaign group consisting of members from varied background- students, housewives, professional women, lectureres etc. The members meet regularly once in a week and every one puts their volantary time in the work that needs to be done. There are no paid staff.

Sherpa is a Paris-based not for profit association created in 2001 with the aim of protecting and defending victims of economic crimes, that is to say human rights violations and abuses engendered by economic activities, be they committed by public or private entities.
Our conception of human rights is broad and includes poor working conditions; environmental violations as well as massive corrupt practices and allied offences that undermine the development process of developing countries.

Winning the mind games against cancer

NAGPUR: As the world marks anti-tobacco day on Tuesday, most cancer patients are thanking improved medical facilities for the new lease of life given to them. However, many counsellors and doctors believe that along with medication a good support system helps to increase longevity of those afflicted by the dreaded disease.

"Faith, courage and a friendly approach go a long way in increasing the will power of a cancer patient. Moral support from the family has in fact been proven to be a factor in patients surviving the disease," says Dr Vinay Hazare, dean of Government Dental College and Hospital, which handles many cases of oral cancer.

He also revealed that there is a newly evolved discipline called psycho-neuro-immunology, which establishes a relationship between enhanced immunity and prayers and acts of goodwill by the patient or his family during the illness.

Many NGOs also practice what is known as psycho oncology, or providing psychological support to cancer patients and their families, for a more holistic treatment of the disease. "It is very important to help patients and their near ones adapt to the situation. They need to be prepared for all the sufferings, most of them psychological, from the time the disease is diagnosed, during the treatment and even after survival," Dr Suchitra Mehta of Central India Cancer Research Institute explained.

Psychological support is helpful not only for helping the afflicted or survivors, it also keeps the use of tobacco within limits. Eminent ENT surgeon Dr Madan Kapre has made an anti-tobacco horror movie, which is shown every year at his clinic.

Dr Kapre claims that several people have come up to him and pledged not to use tobacco any more because of the fear the movie instills in them. This year, besides the movie screening, Dr Kapre has also included a signature campaign against use of tobacco, and plans to set sachets of tobacco on fire as a symbolic gesture.

Speaking about the power of this fear psychosis, he recalled having attended a discourse by Kharate Maharaj many years ago. "After hearing him speak against addiction to alcohol and tobacco, I could see how it affected the audience, many of whom promised to give up the bad habits," he recalled.

The government has also decided to have more graphic representations on packets of tobacco instead of mild warnings. They feel this would deter many people who have acquired the habit recently. However, volunteers at the NGOs and doctors think this step is inadequate.

"No gory details about the dangerous effects of tobacco would yield any results until the government raises the price of this poisonous substance. If the prices of essential commodities and petrol can be hiked, why not those of cigarettes and tobacco?" asked Geeta Mathur, counsellor at Sadhana Charitable Trust, an NGO associated with various cancer hospitals.

She recounted having seen a child aged five using tobacco. "I gave him a long lecture about the harms of these substances, after which he asked me why nothing has happened to his father, who has been consuming tobacco for two decades," she said.

Her views are endorsed by Dr BK Sharma of RST Regional Cancer Hospital. "If the government is serious about this, they should ban the sale of tobacco completely. If that is not possible, the least that can be done is to disallow any kind of advertising, promotion or sponsorship of such products," he said.

How gutka brands do healthy business under the cover of surrogate advertising

Gutka is the leading cause of oral cancer in the country. The authorities recognize this and have imposed restrictions on gutka brands, including a ban on direct advertising.

But a recent study shows that tobacco companies manufacturing gutka have effectively evaded the ban through surrogate advertising that their targeted consumers relate to clearly.

The study, by the NGO Salaam Bombay Foundation , found that gutka has been widely marketed as pan masala, a non-tobacco product, to get around the direct advertising ban imposed in 2004.

The NGO surveyed 1,500 children in the age group 12-18 and an equal number of adults in the age group 19-50 from Lalbaug, Khetwadi, Ghatkopar, Andheri, Malad and Vashi.

The respondents were shown flashcards of three pan masala brands and asked to mention what they associated with them.

An overwhelming majority-2 % of the children and 84% of the adultssaid the products were gutka and not pan masala as advertised . The study showed that the association of a particular brand with gutka was the highest among the children.

"It clearly shows that the brand is successful in indirectly promoting its product with children ," said Devika Chadha, programme director, Salaam Bombay Foundation.

She explained how the growth of the pan masala industry was slow in the 1970s, when tobacco was not part of the concoction.

But the industry grew by leaps and bounds a decade later when gutka, which contains tobacco, was introduced . The portability of the sachets added to their appeal, as did the concept of low cost of small purchases.

She said that during major festivals like Ganesh Chaturthi, the city was flooded with surrogate advertisements on buses, and at bus stops and pandals.

"The result of our study clearly proves that tobacco companies are promoting gutka through strategic surrogate advertisement."

That the advertisements are surrogate is proved by the fact that many of the products advertised as pan masala are never available in the market, said Dr Pankaj Chaturvedi , head and neck surgeon , Tata Memorial Hospital .

"Consumers are invariably given tobacco products and many of them buy them thinking they do not contain tobacco."
The surrogate advertising continues without much interference from the authorities .

But minister of state for home Satej Patil said his department was coordinating with the school education department to start a fresh anti-tobacco drive outside schools and colleges.

ESCAPING DUTY

The revenue from cigarettes is 80-85 % of excise collected from the tobacco industry and amounts to about Rs 8,500 crore. Until two years ago, non-filter cigarettes comprised 30% of the total cigarette consumption.

But with an increase in excise duty on non-filter cigarettes from Rs 168 to Rs 819 per thousand from March 1, 2008, the demand for low-priced filter cigarettes has risen. At present, the excise duty on a pack of 10 filter cigarettes is Rs 8.19, and VAT Rs 1.05.

Thus, taxes total Rs 10 per pack. Illicit cigarettes are sold for less than this amount, leading the government to believe that either registered cigarette units are evading duty or foreign-made cigarettes are flooding the market from Myanmar and the UK.

NGOs under pressure to reveal their funding source, show the impact of their work

As NGOs gain traction in public and policy spaces, they face increasing pressure from the political class and citizens to reveal their sources of funding, show impact of their work, and demonstrate who they represent

DHAN Foundation in Madurai has had a remarkable run in the southern heartland for over a decade, focusing on livelihoods, water and food security . Its work, particularly in tank-based watershed development, is an exemplar. Its executive director MP Vasimalai, an alumnus of IIMAhmedabad , however, cringes when DHAN is referred to as a non-governmental organisation (NGO). DHAN is registered as a trust. Therefore, as a legal entity, it is categorised as an NGO, civil society organisation (CSO) or voluntary organisation (VO). But Vasimalai abhors these nomenclatures. He doesn't want to be counted among a lot perceived to be witnessing an erosion in values. "We are a corporatised development institution," explains Vasimalai. And truly, DHAN, driven by a clutch of technocrats and bankers, adopts a professional approach to operations , engaging with various stakeholders, measuring impact, and reporting on them in a timely, transparent manner.

That is perhaps why companies seeking partners in the social sector root for DHAN. The Tatas run a centre of excellence in development management with DHAN. And Hindustan Unilever Limited (HUL) which has embarked on a mouldbreaking programme in sustainability revels in the company of Vasimalai and his ilk. HUL, emboldened by its work on water conservation with its NGO partners, recently launched 'Indian Water Body' , an independent forum to debate water security. "We like our civil society partners to be in line with our governance and efficiency norms," says Meeta Singh, head, corporate responsibility, HUL. The trend underscores three issues. One, a crisis of confidence in the CSO sector as questions on accountability , legitimacy and credibility begin to be asked. Two, the need for and the rise of partnerships of all hues with CSOs.

Three, the increasing role CSOs are beginning to play in public policy formulation and delivery of services, in tandem with government and non-state actors. As CSOs seek, lobby for and gain more space in myriad spheres of activity , they are also beginning to challenge corporations and the government , and influence and participate in processes in a significant way. On May 18, the Supreme Court, for instance, allowed an NGO, the Forum for Judicial Accountability, to assist in the probe on Justice Dinakaran . Consequently, considerable friction and heat is being generated, as questions on who guards the guardians of society are coming to the fore. CSOs are under increasing pressure from the political class and the public to reveal their sources of funding , show impact of their work on the ground, and demonstrate unambiguously why and whom they represent. Many questions are being asked. Who are these NGOs accountable to? Who has elected them? Who has given them the right to question or speak on behalf of the people? If civil society is holding government and corporations to account, it is inevitable that these very questions would eventually be asked of them.

HOW TO MEASURE ACCOUNTABILITY?

The Edelman Trust Barometer of 2011, a global survey on trust in institutions , indicates that NGOs are trusted more than business in developed markets and are on par with business in emerging markets. NGOs do retain goodwill, but they cannot take for granted that people will continue to trust and hold them in high esteem as always. "The legitimacy of institutions must be earned continuously," says Kumi Naidoo, executive director of the Amsterdam-based Greenpeace International , a campaigns organisation . "The age of blind faith in institutions is over. We have entered the age of accountability." Accountability, however, is a complex issue, with no easy answers to the questions bandied about. In the CSO context, accountability can be spoken of as 'upward' accountability to funding agencies, donors, or government.

This is often in terms of the impact of the work done or proof that money received is well-spent . CSO impact itself is subjective. Unlike in the corporate sector, where everything boils down to profits, to rupees, in the social sector , impact can be quite opaque and interpreted in many ways. In Reliance Industries, for instance, so much quantity of crude refined generates so many rupees. "How do I convert one child educated to rupees," asks Venkat Krishnan N, director, Give India , a donation platform with considerable experience on CSO governance issues. "And who is to decide whether spending Rs 500 annually on a child for basic literacy is better than spending . 20,000 on a child to bring him or her on par with learning levels of your child or mine." Answers are elusive. The general consensus is to 'leave it to the donors to decide' whether they are getting the expected results for the money they put into CSO programmes.

Donor-driven accountability is turning into the norm under the present circumstances . "We have designed a tight reporting protocol for the NGOs we fund and work with"right down to details on student learning and social skills, their living environment, etc," says Sheetal Mehta, trustee and executive director, KC Mahindra Education Trust of the Mahindra & Mahindra Group. Mehta has had her fair share of tackling NGO misdemeanours over the years. The trust, with Naandi Foundation, administers Nanhi Kali, an education initiative for 75,000 girls, along with 20 smaller NGO partners. Regulatory accountability to government , which extends tax concessions to CSOs, and also to donors to CSOs, could also be clubbed under 'upward' framework. However, what appears to be lacking traction is 'downward' accountability to the constituency that CSOs work for-community groups and beneficiaries-and also 'inward' accountability to employees and associates . In India, instances of CSOs revealing all to their constituencies are rare. Rajasthan, however, has had a record . Sumita Ghosh of Rangsutra, an artisans' collective, points to the manner in which the Roys of Barefoot College often painstakingly explained the minutiae of its projects and financials to the villagers it worked with; it basically empowered the community with information to enable them to judge for themselves.

SHOULD THEY BE SELF-REGULATED ?

Evidently, there is no hold-all approach to the issue of accountability for CSOs, as they come in all hues and shapes. There are small grassroots outfits. There are regional, national and international campaigns groups, networks and membershipbased organisations. And more. Each has unique issues and challenges . Mathew Cherian, chief executive of Helpage India, presents the case of 'social movements' . Social movements are usually driven by a charismatic individual or a set of individuals. They are broadbased , comprising a bevy of institutions , groups and individuals working on a given agenda, be it education , information, nuclear energy or water. Movements are almost amoeba-like in character, expanding as more and more join up, contracting and occasionally splitting. Movements are a different animal, they are not registered .

How are they to be held accountable or regulated?" asks Mathew . "At best, individual NGOs in the movement may be regulated." Venkat also likes to differentiate campaign NGOs from other sorts, charities or those engaged in developmental work. By their very design or nature, campaign NGOs or advocacy groups-in the mould of a Narmada Bachao Andolan-oppose the establishment and are constantly at the government's throat. "It would be incongruous to allow the government to regulate such organisations ," says Venkat. "Ideally, self-regulation can be the answer." Also the need to disclose their funding sources; there are several instances of fronts for corporate and other interests, especially in water, energy and agriculture. Self-regulation , however, hasn't worked in India. Credibility Alliance was set up in 2004 for accreditation and peer review of NGOs on the basis of a set of norms on governance, transparency and accountability. The number of NGOs in its fold haven't crossed three digits. India has about 3.2 million registered CSOs, of which an estimated 1.5 million are active or functional. Venkat, who has been on the board of the Alliance, insists the effort didn't fly not because Indian NGOs are reluctant to participate, but because the Alliance lacks execution skills. Self-regulation may be in the form of codes of conduct or ethics, selfassessment tools, peer certification or third-party certification, awards, et al.

DO THEY HAVE 'LEGITIMACY' ?

While several accountability mechanisms are being experimented with, if seen closely, the present-day debate is not so much about accountability ; it's the 'legitimacy' of CSOs that is under the scanner, although it's not articulated in that fashion. When critics talk about NGOs being unelected or ask the question, 'from where do you derive your power to speak' , it's all about legitimacy. Kumi Naidoo is certain that criticism about non-accountability is not because of a deep concern over the effectiveness of civil society efforts in sustainable development or poverty alleviation.

It's basically because powerful interests feel threatened by the rise of civil society. Legitimacy of CSOs is therefore what critics allude to. There is a subtle difference between accountability and legitimacy. Mathew of Helpage India speaks on behalf of millions of senior citizens. Is he elected, selected or nominated? "I have arrogated for myself the power of representing them. I didn't go through a process," concedes Mathew . "Civil society legitimacy can indeed be questioned because there is no process of universal suffrage backing us." What Mathew in his humility leaves unsaid is that legitimacy is 'derived' from the years of work that he as an individual in the developmental sector and Helpage India as an organisation have undertaken. Integrity, trust and reputation are integral components to claims on legitimacy .

It's deeply rooted in moral grounds. It also has a legal aspect. It can be said that CSOs operate within the framework of government legislation and that, in a way, contributes to answers on legitimacy. "We comply with all the laws of the land, income tax regulations, demands of the home ministry. Isn't that enough?" asks Vandana Shiva, global civil society campaigner. Much of the legitimacy that CSOs rest on is generated from the people they work with: members, supporters , benefactors. Goodwill is key. Legitimacy therefore, as experts at a meeting of the International Council on Human Rights Policy pointed out several years ago, is often 'derived' and 'generated' . There are tangible and intangible hues to legitimacy of CSOs. Quaintly enough, there is a case for legitimacy without democracy!

DO THEY NEED ONE LEGISLATION?

Does all of this mean there is little scope to regulate CSOs in a more formal, systematic manner, especially when self-regulation attempts seem to be flailing in India; when CSOs are set to play a dominant role in governance; when funds raised are increasing. In 2009, CSOs received Rs 10,803 crore in foreign funding alone. Today, CSOs may be registered under several acts: the Societies Registration Act (1860); the Companies Act (1956); Indian Trusts Act (1862); and those receiving foreign funds come under the Foreign Contribution Regulation Act, 2010 (FCRA). Is India ready for an overarching piece of legislation that covers the entire sector? While CSOs may be registered in many ways, today, it's the Income Tax Act and the IT department that undertake the regulatory function, just as the Internal Revenue Service governs all charities in the US.

In the UK, the Charity Commission of England and Wales govern the 162,000 registered charities in the country. "Sometimes, more and more regulation just doesn't help," says Venkat . Already, the sector is fuming over tightening of the FCRA rules by the ministry of home affairs, ostensibly to address concerns over internal security. A governmental task force nevertheless is tweaking a central law for registering of voluntary organisations , which could also lead to the creation of a voluntary sector commission (See box). Mathew, who has been one of the prime movers of Credibility Alliance, now feels it's about time for a new, specific, sharply-focused law for Indian CSOs. "We do need something tighter," he says

Procedure of Registration of Co-Operative Soceities

PROCEDURE FOR REGISTRATION OF CO-OP. SOCIETIES

1.The first Step is to get 10 Individuals together who are desirous of forming a Society.

2.A Provisional Committee should be formed and a chief Promoter should be elected from amongst them.

3.A Name for the Society has to be selected.

4.An Application has to be made to the Registration Authority for reservation of Name and a letter to that effect has to be obtained confirming the reservation of Name. The name once reserved is valid for 3 Months.

5.The entrance fees and share capital has to be collected from the prospective members.

6.A Bank account has to be opened in the name of the proposed society as per the directions of the registration Authority. The entrance fees and share money has to be deposited in the bank account and the certificate from the bank has to be obtained in that respect.

7.The registration fees has to be deposited with the Reserve Bank of India and receipted 1challan thereof is to be obtained.

8.The application for registration of the society should be submitted to the Registrar of Societies of the concerned municipal ward. The documents to be submitted for registration are as follows :

a.Form No. A in quadruplicate signed by 90% of the promoter members

b.List of promoter members

c.Bank Certificate

d.Detailed explanation of working of the society.

e.4 copies of proposed bye-laws of the society.

f.Proof of payment of registration charges.

g.Other documents like affidavits, indemnity bonds, any documents specified by the Registrar also have to be submitted.

9.The Registrar will enter the particulars in register of application maintained in Form “B” and give serial number and issue receipt in acknowledgment of the same.

10.On registration, the Registrar will notify the registration of the Society in the Official Gazette and issue Registration Certificate.
